Important Notice Regarding Upcoming Oklahoma Cosmetology Rule Changes
At Penny Miller Cosmetology Academy (PMCA), we are committed to providing a safe, welcoming, and professional environment for our students, staff, clients, and community partners.
The Oklahoma State Board of Cosmetology is currently implementing changes to certain rules and regulations that may affect cosmetology schools, salons, licensed professionals, students, and salon patrons throughout Oklahoma. As these updates continue to develop, some procedures, educational requirements, business practices, and licensing-related processes may be adjusted to reflect the new regulations.

Consumer Beware: Your Safety Matters
When visiting a salon, spa, barber shop, or beauty establishment, your health and safety should always be a top priority. Before receiving services, take a moment to observe your surroundings and ask a few important questions:
✓ Is the facility clean and well maintained?
✓ Are tools, implements, linens, and capes properly cleaned, disinfected, and stored?

✓ Are all practitioners properly licensed according to Oklahoma law?
✓ Does the staff participate in continuing education and stay current on new products, equipment, safety procedures, and sanitation standards?
Many potential hazards are invisible to the naked eye. Bacteria, fungi, viruses, parasites, and other microorganisms can exist in any environment where proper sanitation procedures are not consistently followed.
While salons and spas are wonderful places for relaxation, self-care, and personal services, they also contain professional-grade chemicals, extremely sharp instruments, electrical devices, and heated styling tools that may exceed 450°F. These products and tools require proper training, knowledge, and safety procedures to be used correctly.
Professional beauty practitioners must be educated not only in their technical skills, but also in infection control, chemical safety, sanitation, disinfection, client protection, and workplace safety. These practices help protect clients, co-workers, and the professionals performing the services.
